Planning consents for new houses in the open countryside are usually opposed by planning policy and are extremely rare. Through diligent modern design the planning inspectorate was persuaded to make an unusual exception in this case, under PPS7, which reads at paragraph 11: \"Very occasionally the exceptional quality and innovative nature of the design of a proposed, isolated new house may provide this special justification for granting planning permission. Such a design should be truly outstanding and ground-breaking, for example, in its use of materials, methods of construction or its contribution to protecting and enhancing the environment, so helping to raise standards of design more generally in rural areas. The value of such a building will be found in its reflection of the highest standards in contemporary architecture, the significant enhancement of its immediate setting and its sensitivity to the defining characteristics of the local area\".
Location:
The site is located on the outskirts of the village of Bow Brickhill, which lies on the Greensand Ridge to the southeast of Milton Keynes. Situated at the end of London End Lane, the site commands far-reaching views across surrounding fields and woodland. Woburn Golf Course is approximately half a mile away. On site are two fine specimen oak trees, outside the construction zone and subject to Tree Preservation Orders.
Design:
The house is specifically designed for the site and is to be self-sufficient both visually and functionally. From the house and its immediate surroundings the nearby houses are virtually invisible, whilst electricity generation, water provision and effluent treatment are performed on site. The house is carbon-neutral and water-neutral.
Construction Method Statement:
The consent is subject to a detailed Construction Method Statement which provides for a photographic survey pre-commencement and restitution of any damage done to the surface of London End Lane and grass verges during construction.
Work To Date:
Proposals for discharge of some planning conditions have been approved. Work commenced on site in 2015 with excavation of the driveway and clearance of the construction zone. A reptile exclusion fence was installed at the same time, under the supervision of an ecologist. Interested parties should satisfy themselves as to whether further conditions remain to be discharged as to whether commencement has been formally commenced.
Planning Consent:
Planning consent was granted by Milton Keynes Council, following a planning appeal, for the erection of a low impact dwelling with parking and ancillary office under reference 08/01721/FUL. The time limit for commencement of development was extended to 18th June 2016 under reference 12/02504/FUL.
Access:
London End Lane is a public highway as far as the last house. The sellers have an established right of access along the roadway beyond the end of the public highway, evidenced by a Statutory Declaration.
